Rre Masire may be celebrated as a teacher because that is where he started his journey to leadership. He became a true pillar of the nation during his two decade rule. He oversaw major changes in education.
He implemented Education for Kagisanyo; an important part of which was the improvement of education through the Tirelo Sechaba National Service program. Using COSC graduants in far flung schools while upgrading their usually unqualified teachers.
He then commissioned and started the implementation of the Revised National Policy on Education. Both changes led to a huge expansion in education in terms of infrastructure and the number of educators and learners at all levels of the education system. From the the mid 1980s the numbers of teachers at secondary and tertiary increased especially the localization program which also spawned associations like BOFESETE and ABOTEL.
It is also in this period that his government ratified the Core Conventions of the International Labour Organisation (ILO).
Government then went on to slowly domesticate these conventions starting with the private sector and moving towards the public service.
An important change in the teaching arena was the creation of a Scheme of Service which at least regularized and set career path in teaching. Other such guided paths were created for the rest of the public service.
For these progressive changes which cannot all be enunciated here, we salute Sir QKJ, Knight of the British Realm and wish him a peaceful rest from a life well lived and ran.
He was truly a Pillar Of The Nation
