Vlatacom began as a system integrator company in 1997, primarily for telecommunication and biometric systems. Nowadays, Vlatacom is one of the biggest ICT Research and Development companies in Southeastern Europe. Vlatacom has been certified as the first Serbian privately owned scientific and technical institute in the field of telecommunications and information technologies, accredited by the Serbian Ministry of Education and Science in 2015.
Vlatacom’s commitment to science and gaining of expert knowledge contributed to Vlatacom evolving to a scientific institute with a huge research and development capacity, and its own solutions - products of which are unique in the world market.
The Vlatacom Institute works closely with national and international security authorities and develops products that meet and exceed the requirements of its customers.
It is completely oriented to the implementation of security projects, primarily: Cryptology Systems and Devices, Electro-optical Systems and Devices, OTHR Radars (surveillance of vessels over the Horizon line), military aviation projects comprision integration of state-level systems, Information protection, Protection of border lines and Border Crossings (Custom zones and Passport Control), Traffic control - detection of traffic violations, etc. The Vlatacom Institute of High Technology owes its success to its founder and owner Dr Vladimir Cizelj. With the knowledge and experience gained, he acquired everything needed for a fruitful career: exact qualified technical thinking supported by business knowledge of Western pragmatism, inherent intellect and diligence, and success as the fundamental business criterion, on which Vlatacom Institute to this day thrives.
In 2015-2016, Vlatacom planned to establish the Branch of its Institute in Botswana under the outcome of its (in-house) assessment related to the South African Development Community (SADC) region and accordingly prepared funds and technical and scientific preconditions.
Unfortunately, this idea is still on hold due to administrative challenges such as accreditation issues, etc. In the meantime, Vlatacom has established a branch of its scientific activities within the United Arab Emirates (Abu Dhabi).
Vlatacom values its independence above everything and does not depend on any technological, financial, or political institution. Vlatacom’s business activities are based on the vision of the company’s development and are driven by market conditions and customer requirements.
Achieved results in research and development are reflected through realised commercial projects and developed systems, which, in return, enable the launch of new research and development cycles.
The main key to successful and sustainable growth is a unique business plan, where Vlatacom invests 25% of the total profit gained from commercial projects back to R&D activities. This ranks Vlatacomat at the very top of the industry-oriented institutions focused on scientific excellence. In addition to its high credit standing and financial stability, Vlatacom has never in the course of its history taken any commercial or other loan from any bank or other financial institution. Moreover, Vlatacom has never had any debt. The most important potential of the Institute is its people.

Vlatacom continuously invests in its specialisation and encourages lifelong learning and professional growth.
The Institute pays special attention to education adapted to its needs, where PhD topics are directly related to the research tasks of the Institute. Over time, Vlatacom developed intensive educational and scientific cooperations with various institutions all over the world. Today, around 20% of Vlatacom employees hold PhD degrees, while 80% of employees hold university-level qualifications.
